The federal government has been working to update its policies, architectures and frameworks around digital identity for some time. OMB revised its Identity Credential and Access Management guide in May of 2019 and that National Institute for Standards and Technology has been working on a updated version of its guidance on security and privacy controls for information systems.
Then, the pandemic hit, and all programs went into overdrive as agencies needed to find a way to verify identity of their employees and contractors who were now working remotely, coordinate access to appropriate data from many new endpoints and make sure that the privacy of all was preserved.
Attendees learned what has already been accomplished and what is in the works in this effort to build a system for cross government identity verification management and exchange.
Attendees came away with an improved ability to:
- Apply NIST’s revised SP 800-53 guidance
- Utilize GSA’s work to maintain and manage the Federal ICAM Architecture and accredit products
- What lessons can be gained from how DOD is consolidating and managing ICAM systems
- The role that RPA and AI tools play in data privacy
- How citizens are gaining control of their digital identity

Beau Houser serves as the Chief Information Security Officer (CISO) for the U.S. Small Business Administration where he manages cybersecurity for the agency. Prior to joining SBA, Mr. Houser served as the Deputy CISO at the Centers for Medicare and Medicaid and fulfilled the role of Executive Director for Marketplace Security, which included cybersecurity responsibilities for healthcare.gov. Mr. Houser was recently recognized with a Gears of Government award for Innovation and Modernization of the SBA IT Enterprise.

Victoria Yan Pillitteri is a supervisory computer scientist in the Computer Security Division at the National Institute of Standards and Technology (NIST). Ms. Pillitteri is the Acting Manager of the Security Engineering and Risk Management Group, and also leads the Risk Management Framework team (Federal Information Security Modernization Act (FISMA) Implementation Project). The team conducts the research and development of the suite of risk management guidance used for managing cybersecurity risk in the federal government, and the associated stakeholder outreach and public-private coordination/collaboration efforts. She serves as the lead of the Joint Task Force working group, a partnership with Department of Defense, the Intelligence Community and Civilian Agencies to develop a unified security framework to protect USG from cyberattacks, and is co-chair of the Federal Cybersecurity and Privacy Professionals Forum hosted by NIST.
Victoria holds a B.S. in Electrical Engineering from the University of Maryland, a M.S in Computer Science, with a concentration in Information Assurance, from the George Washington University, completed the Key Executive Leadership Program at American University, and is a Certified Information Systems Security Professional (CISSP). She has completed a Senior Executive Service Candidate Development Program and is SES certified by the Office of Personnel Management Qualifications Review Board.
