Mr. Jacques serves as the Vice President of Intelligence for Noblis, responsible for the overall direction of Noblis’ mission in the intelligence, national security, and law enforcement sectors of government. Mr. Jacques has over 20 years of experience leading transformational initiatives ranging from technology modernization to organizational performance and growth strategies. Mr. Jacques specializes in operational aspects of business optimization to include strategy development, change management, technology transformation, organizational process improvement, contract and program management, and human capital strategies.


Prior to joining Noblis, Mr. Jacques was a Director of Intel Capture for Belcan and a Principal at Booz Allen Hamilton, leading the Consulting practice across several Intelligence Community agencies. Over the course of his career, several programs either led or supported by Mr. Jacques have been recognized for excellence in delivery through organizational/agency and Director of National Intelligence excellence awards.


He holds a Masters in Information Systems from Johns Hopkins University Carey School of Business, and a Bachelor of Arts in Geography from the University of Mary Washington. In addition, Mr. Jacques has several certifications to include certified Project Management Professional, Scaled Agile Framework (SAFe) Scrum Master, and ITIL Foundation for IT Service Management.

Barnett has decades of experience advising, leading, and transforming organizations in the Department of Defense, Intelligence Community, Federal Civilian Agencies, and the private sector. In addition to a wealth of experience in technology strategy, Barnett also brings a strong background in cyber security operations, security architecture, and National Security policy to his role at Noblis.


Prior to joining Noblis, Barnett held a number of leadership positions in the defense, intelligence, and federal civilian markets. Most recently, he served as Vice President of Technology and Chief Technology Officer (CTO) of the Intelligence and Homeland Security Division at General Dynamics Information Technology (GDIT).


Mr. Barnett has a Master of Business Administration from the University of Virginia, a Masters of Science in Information Technology from George Washington University, and a Bachelors of Arts in Economics from Ohio University.

Julie Ard is the principal insider threat researcher at Noblis helping government clients protect themselves from insider threats and serving as the Noblis principal investigator for internal research projects. She has over 15 years of experience in insider threat and cybersecurity research, applied research and operations at the IRS, DARPA, IARPA, NSA Research Directorate, DIA, DHS, Sandia National Labs and several other agencies in DOD.


Prior to joining Nobis, Ard served as the director of insider threat operations at an insider threat detection software startup. She is active in the research community, serving on peer review panels and is an author of several peer-reviewed publications. She is also involved in insider threat industry organizations, having served as an instructor for an insider threat program management course and as an active member of the Intelligence and National Security Alliance (INSA) Insider Threat subcommittee where she is a contributing author on several of INSA's thought leadership publications. Ard's volunteer work includes mentoring young people of all ages in science, technology, engineering and mathematics (STEM), especially girls and young women, and speaking at schools on careers in STEM.


She earned a bachelor’s degree in Applied Mathematics from Texas A&M University and a master’s degree in Computer Science from the University of California, Davis. She has a CISSP certification.

Captain Cole is a native of Enterprise, Alabama, and graduate of Auburn University, where he received a Bachelor of Arts in History and commission in June 1996, via Auburn University NROTC. Following graduation, he reported to Pensacola, Florida, in July 1996, where he completed Cryptologic Officer training at Naval Technical Training Center, Corry Station. His first assignment in the community was fleet support division officer at Naval Security Group Activity, Pensacola, from 1997 to 2001, where he was responsible for conducting computer network operations for Navy fleet and shore commands.

Additional assignments included Computer Network Vulnerability Analyst in the Information Assurance Directorate of the National Security Agency, and department head in Naval Security Group Activity, Fort Meade, Maryland, from 2001 to 2005. In 2005, Captain Cole transferred to USS ENTERPRISE (CVN-65), Norfolk, Virginia, where he served as the ship’s Information Warfare Officer and OS Division Officer. He completed one deployment with the “BIG E” in 2006, to the 6th, 5th and 7th Fleet areas of responsibility. Captain Cole transferred to Navy Information Operations Command Georgia in 2007, where he served as the Joint Operations Department Head and Tailored Access Operations Military Deputy, leading Sailors working in NSA/CSS Georgia.

His senior leadership and staff assignments include duty on the Chief of Naval Operations Staff (OPNAV) in the Electronic and Cyber Warfare Division (N2N6F3), as Assistant Branch Chief for the Cyber Warfare Branch, Pentagon, Washington, D.C.; Deputy Information Warfare Commander/N39 for Carrier Strike Group ELEVEN, Everett, Washington, where he deployed onboard USS NIMITZ (CVN-68) to the U.S. Pacific and Central Command areas of responsibility; Executive Officer of Navy Information Operations Command Georgia; as Executive Assistant to the Commander, U.S. Fleet Cyber Command / U.S. TENTH Fleet, Fort Meade, Maryland, and most recently as the Assistant Chief of Staff for Readiness at Naval Information Forces, Suffolk, Virginia. Captain Cole currently serves as Commanding Officer, Navy Cyber Defense Operations Command and Commander, Task Force 1020.

Captain Cole’s decorations include the Defense Meritorious Service Medal (two awards), Meritorious Service Medal (four awards), Navy Commendation Medal (two awards), Navy Achievement Medal and various service and campaign awards. He has earned Master’s Degrees in Information Assurance from Capitol College, and Strategic Studies from the United States Air Force Air War College.

Dr. Erica Borghard is the Senior Director and Lead, Task Force One, for the Cyberspace Solarium Commission. She came to the Commission from West Point, where she holds the position of Assistant Professor in the Army Cyber Institute. Her research at West Point focuses on cyber strategy, policy, and operations. Prior to that, Erica was a Council on Foreign Relations International Affairs Fellow, spending the 2017-2018 academic year on the Global Cyber Partnerships and Government Strategy team at JPMorgan Chase and at the Cyber National Mission Force at U.S. Cyber Command. From 2014-2017, Erica served as an Assistant Professor and Executive Director of the Rupert H. Johnson Grand Strategy Program in the Department of Social Sciences at West Point. Erica received her Ph.D. in Political Science in 2014 from Columbia University. Erica is a term member of the Council on Foreign Relations, a Research Fellow at the Saltzman Institute of War and Peace Studies at Columbia University, and coaches West Point’s Cyber Policy Team.

Mr. Johnson serves as the Director of the Cybersecurity Operations Center at the National Geospatial-Intelligence Agency. Named to the position in March 2019, Mr. Johnson oversees the 24x7 cyber network defense of NGA’s global information technology enterprise. He leads a combined civilian-contractor-military workforce of approximately 150 across multiple NGA mission locations. Mr. Johnson was appointed as the Intelligence Community Tri-Chair on the Committee on National Security Systems Subcommittee in November of 2018.

Prior to this assignment, Mr. Johnson served as the Chief of Risk Management for the Intelligence Community Chief Information Officer (IC CIO) at the Office of the Director of National Intelligence. In this role he supported and advised the IC CIO and IC Chief Information Security Officer in managing the shared risk of the IC Information Environment by leading and coordinating performance analysis, independent security assessments, enterprise IT risk assessments, and cybersecurity planning and budgeting functions for the Intelligence Community. Additionally, he served as the United States Representative to the Five Eyes Enterprise Information Assurance Group where he represented U.S. policy positions and interests to a group of multinational cybersecurity experts chartered to ensure the secure and trusted intelligence sharing, integration, and collaboration between five partner nations.

Mr. Johnson has over 17 years of experience in the public and private sectors, gaining expertise as an electronics technician, cybersecurity officer, and IT Program Manager. He joined the federal service in 2012 with the NGA, focusing on cybersecurity, vulnerability analysis, and risk management. His work on strategic planning, budgeting, and program execution began in 2014, when he became the first Cybersecurity Lead for NGA’s newly established Portfolio Management governance structure.

From 2007-2012, Mr. Johnson was a defense industry consultant, providing services related to IT risk management, assessment and authorization of information systems, and cybersecurity testing and evaluation for the U.S. Air Force and NGA.

A veteran of the United States Navy, Mr. Johnson served on active duty from 2001-2007 as an AEGIS SPY1A radar systems technician on board the USS Yorktown, and an IT systems and network administrator for Tactical Air Control Squadron 12. He has served in U.S. Navy Reserve since leaving active duty and currently holds the rank of Chief Petty Officer.

Mr. Johnson holds a Bachelor of Science degree in Information Technology from Excelsior College and is a member in good standing with ISC2 and ISACA, holding the credentials of Certified Information Systems Security Professional, and Certified Information Security Manager.

Forsyth has over 15 years of experience designing and integrating technical cyber solutions for federal government customers. Before joining Noblis Forsyth served the federal government as a senior information technology specialist at the U.S. Department of Agriculture. He has Certified Information Systems Security Professional and GIAC Penetration Tester certifications, and a master’s degree in Information Security and Assurance.

Forsyth works regularly on cyber threat hunting teams that leverage data science methods to look for threat-actor patterns and vulnerabilities. He has experience with identifying cyber operators needs and introducing AI/ML techniques to accelerate mission impacts. Forsyth is trained in multiple cyber domains including cyber analytics, cloud security, cyber forensics, security engineering, risk and compliance, and offensive and defensive security. He has extensive experience as an information security system manager / information system security officer authoring and managing system policies, procedures and assessment and authorization packages for multiple customers and security programs including those in the Census, DoD, GSA, IRS, Patent and Trademark Office, and the U.S. Postal Service.

Valerie Cofield is the Deputy Assistant Director (DAD) for the Cyber Capabilities Branch within the FBI’s Cyber Division. In this capacity, she leads coordination and deployment of Cyber Division’s technical tools and capabilities, and oversees all cyber-related training, recruiting, hiring, and finances for the division.

Ms. Cofield joined the FBI in 1999 as an auditor for the Los Angeles Field Office. In 2002, she was promoted to financial manager. Ms. Cofield moved to FBI Headquarters in December 2008 to accept a position as chief of the budget unit in the Criminal Investigative Division. In January of 2011, she accepted a new position as the budget officer of the Criminal, Cyber, Response and Services Branch. Ms. Cofield was selected into the senior executive service as chief of staff of the Science and Technology Branch in November 2014. In July 2017, Ms. Cofield was promoted to DAD of the Digital Transformation Office (DTO), where she engaged with interagency partners and other key stakeholders on policy issues related to current and emerging technologies and their impact on law enforcement.

Prior to her selection as DAD in FBI’s Cyber Division, Ms. Cofield was detailed to the Cyberspace Solarium Commission. This Congressional Commission was authorized through the FY2019 National Defense Authorization Act (NDAA), and its mission was to develop a national strategy for preventing cyberattacks of significant consequences. While on the Commission, Ms. Cofield was a Senior Director and Task Force Lead. Her task force researched issues on how to strengthen international cyber norms and how to more effectively use non-military instruments of state power to shape behavior in cyberspace. The Commission completed its report in March of 2020 with over 75 recommendations, some of which were turned into legislative proposals with the goal of including these proposals into the FY21 NDAA.
