Dr. Payman Sadegh is an executive with over 20 years of experience in leading applications of advanced analytics, data science, machine learning and AI across multiple industries including financial services, retail, Internet, healthcare, telecom, and automotive.

Payman is a cofounder of ChainSquared, an AI-based startup in healthcare. Prior to cofounding ChainSquared in 2019, Payman was the chief data scientist for Visual IQ, a leading provider of marketing attribution and intelligence solutions acquired by Nielsen in 2017. In that role, Payman architected one of the earliest and leading multi-touch attribution solutions in the digital advertising space and jumpstarted the company’s media and marketing mix practice and TV-attribution product. Visual IQ products have helped numerous large and midsize companies, including Fortune 500, to overcome their business challenges and manage billions of dollars in marketing and advertising spend through application of advanced predictive and prescriptive analytics.

As the Chief Data Officer for the Department of the Navy (DON), Mr. Sasala leads the Department’s efforts on data management, information resources management, data governance, and Naval data policies. Mr. Sasala is responsible for implementing the OPEN Government Data Act, training the Naval workforce on data and data analytics, and making high quality, timely data available to decision-makers and warfighters. He advises and assists the SECNAV and UNSECNAV in the execution of their statutory responsibilities, establishes data priorities for the DON in support of the National Defense Strategy, and drives change through the Business Operations Plan and Data Strategy Implementation Plan. Mr. Sasala leads data transformation for the Department and works closely with the Office of Secretary of Defense (OSD) on DoD-wide data policies, tactics, and techniques to improve DON decision-making.

Mr. Sasala previously led data management activities in the business mission area at the Office of the Chief Management Officer (OCMO). In that capacity, he focused on optimizing business operations, streamlining defense business systems, and establishing enterprise-wide interoperability standards for Naval business systems.

Prior to joining the Department of the Navy, Mr. Sasala served as Director of Operations and Architecture for U.S. Army CIO/G-6 and the Chief Data Officer for the U.S. Army. He led data governance and analytics across the Army, was responsible for the implementation and migration to cloud computing solutions, and developed segment and systems architectures for the Army. Mr. Sasala was also the Chief Technology Officer for the Joint Service Provider and the U.S. Army Information Technology Agency (ITA) where he was responsible for the modernization of Pentagon information technology solutions.

Mr. Sasala began his career as a student trainee at the U.S. Naval Research Laboratory (NRL). After graduating from the Pennsylvania State University with a Bachelor of Science in Electrical Engineering, he returned to NRL and pursued his Master of Science in Telecommunication and Computers. While serving at NRL, Mr. Sasala led a variety of mission critical projects including advance research and development in public key cryptography, software-defined agile cryptography and key management, and the modernization of strategic communication solutions for nuclear command and control systems.

After leaving NRL, Mr. Sasala joined the private sector where he supported a number of clients as a government consultant. His many roles include Chief Architect for the All-Source Analytics Environment, Chief Architect and technical advisor for the Analytic Transformation (AT) program, and Program Manager for various initiatives within the defense and intelligence spaces. Additionally, Mr. Sasala spent almost two years developing cutting-edge data and training solutions at the Internet startup targeting the public educational market.

In 2014 Mr. Sasala received the Bold Award for Innovation, recognizing his creative problem-solving, technical acumen, ambition, and persistence. In 2015, Mr. Sasala was named a “Fed 100” honoring the top 100 contributors across Federal, state, and local governments.

Ms. Aronson serves as the Chief Information Officer and Chief Data Officer for the National Science Foundation. As an innovative and gifted creative thinker, strategist, and artist, Ms. Aronson is highly skilled at linking mission and strategy to IT and Data tools, which enables the Foundation to manage the full lifecycle of proposals and awards. She acts as the executive thought leader defining NSF's data strategy and roadmap. Ms. Aronson also serves as NSF's Senior Agency Official for Privacy, the senior executive with agency-wide responsibility and accountability for the Foundation's privacy program. Ms. Aronson has a strong interest in innovating for the workforce of the future through technology and serves as a Chair of the CIO Council's Workforce Committee. Ms. Aronson is currently focused on improving data literacy throughout the government and serves as the Federal Sponsor for the Federal-wide data science and analytics training pilot.

Ms. Aronson was recognized as one of FedScoop’s Best Bosses in Federal IT in 2019 and 2020, Top Women in Technology for 2018, and, was recognized in 2013 as one of the FCW Fed 100 for her mastery of innovation and for her ability to effectively engage her staff around a common vision for cutting-edge IT in support of NSF-funded cutting-edge research. Prior to her time at NSF, Ms. Aronson served as the Director for the Office of Management Operations for the Defense Advanced Research Project Agency. She holds a Business degree from Duke University and is committed to lifelong learning.

In September 2021 joined Oracle as the Industry Executive Director, US Federal Government, Executive PMO.

From September 2020 through May 2021, Perryn Ashmore was the Chief Information Officer (CIO) for the U.S. Department of Health and Human Services (HHS).

As HHS CIO, Perryn provided leadership and oversight of the information technology (IT) systems and security activities for a workforce of over 83,000. As the head of the Office of the Chief Information Officer (OCIO), he led the Department’s efforts in developing and implementing IT policies, managing high priority projects, and planning strategic IT investments. As the CIO, Perryn also provided leadership and oversight of the Department’s $6.3B IT portfolio in support of its expansive mission to enhance the health and well-being of Americans. Perryn’s experience in hands-on IT management spans over 30 years of Federal service, in addition to being a veteran of the U.S. Air Force.

Perryn came to HHS in July 2014 and has worked in multiple capacities. Immediately prior to becoming the CIO, Perryn served as the Principal Deputy CIO and Customer Experience Executive, as well as Executive Director of OCIO’s Office of Operations. Prior to that and most notably, he served in the Office of Human Resources and was responsible for the successful implementation of Enterprise Human Capital Management, the major upgrade of the HHS human resources management system.

Before HHS, Perryn worked for the Federal Communications Commission (FCC) in their tailored platforms and data area. Perryn also worked at the Department of Veterans Affairs and at the General Services Administration (GSA), serving GSA as the Deputy Federal Acquisition Service CIO and Chief Technology Officer.

In June 2020, Dave was appointed as the Department of Defense’s (DoD) Chief Data Officer (CDO). In this role he’s been asked to standup the DoD’s Data Office and drive a strong focus on warfighter needs, data governance, and a data ready workforce to create a strong data culture across the department.

In July 2018, Dave joined the United States Special Operations Command (USSOCOM) as its first CDO where he was also dual hatted as the Director of Artificial Intelligence for US Special Operation Forces (SOF). In his role as a direct report to the USSOCOM Commander, he was responsible for the creation of a data driven decision making culture while leading the integration of Artificial Intelligence across all US Special Operations Forces (SOF). During his time at USSOCOM he developed and implemented SOF’s Data and AI Strategies, established and opened USSOCOM’s Data Engineering Lab, and established partnerships with AI leaders in the commercial and academic space.

After resigning from the Defense Intelligence Agency to undertake entrepreneurial interests, he was recruited back to the DoD in early-2017, to serve as the Associate Director for Technology Investment at the Secretary of the Air Force’s Concept Development and Management Office. His primary task was to stand up and lead the DoD’s first training quality data production refinery for the Algorithmic Warfare Cross Functional Team (aka, Project Maven).

Dave was previously the Deputy Director of Intelligence at United States Central Command (USCENTCOM). As the Deputy Director of Intelligence (J2) for Operations, Dave led the USCENTCOM J2's Divisions for Operations, Plans, Intelligence Surveillance, and Reconnaissance, and Foreign Disclosure/Special Security Office. He arrived at USCENTCOM in 2010 but quickly moved forward to Afghanistan where he served as the Senior Intelligence Advisor to the Commander of the International Security and Assistance Force.

In 2008, Dave was selected by the Director of National Intelligence to stand up the Associate Director of National Intelligence for Afghanistan and Pakistan (ADNI Af/Pak) and was retained by the ADNI Af/Pak to serve as its Deputy and Chief of Operations. In this role, Dave was responsible for overseeing daily operations, working with senior officials across the US Interagency, while also ensuring strategic alignment of the Intelligence Community’s (IC) Af/Pak and counter-terrorism missions. Dave regularly represented the senior-IC position on Af/Pak matters at the White House and with congressional leaders. Dave originally joined the ODNI in 2006 to be the Chief of Operations for the Cuba/Venezuela Mission Manager where he also took the lead role in developing and implementing the US IC’s strategy to support US Interagency and Government of Mexico efforts against the expanding influence and violence of drug cartels.

Prior to joining the ODNI, Dave stood up the USSOUTHCOM Intelligence Directorate’s Venezuela Division as a Department of Army Civilian. He was also the Strategic Planning Process' Mission Panel Chair for Ensure Domain Awareness.

Dave is a former Marine who served across echelons at various east coast United States Marine Corps elements setting the stage for many deployments throughout the Balkans, Africa, and South Asia. As a member of Task Force-58, more specifically the 26th Marine Expeditionary Unit (Special Operations Capable), he participated in the seizure of Kandahar Airfield and the reopening of the American Embassy in Kabul. Following his time in Afghanistan, Dave received orders to United States Southern Command (USSOUTHCOM). While working at USSOUTHCOM he deployed to Colombia numerous times and held various analytic/targeting positions before receiving an honorable discharge.

Dave is married to Amy Weiss, MD, and they have two sons: Eli (8) and Hudson (6). He remains an entrepreneur who most recently founded and serves as the Chief Executive Officer of a successful technology forward basketball training business.
