Digital Government Summit

Whether it's delivering better care for veterans, transforming internal business processes to make federal employees more effective and efficient, or improving the citizen experience on federal websites, digital government aims to enable better government. New tools and technologies are an essential part of these efforts, but the true transformation takes place in the analog world -- rethinking business processes, changing the workplace culture and elevating services to meet today's customer expectations.

Federal agencies have pursued these goals for years, yet too many digital efforts still fail to deliver as expected. And with a new administration in 2021, reassessment is in store for most every initiative.

Phil Lam is the Director of the Identity Portfolio in the Technology Transformation Services (TTS) within GSA. The Identity Portfolio aims to implement and promote identity as a shared service across government with the goal of improving constituent access to government services.

Prior to joining TTS, Phil was the Vice President of Early Warning. While there he was responsible for creating and implementing an industry-level strategy for identity.

With over 10 years of experience, Phil has worked as management consultant, product development leader and strategist. In 2013, he served on a White House initiative to promote trusted digital identities, where he led government investments in innovative technologies on strong authentication, identity verification, and privacy preserving architectures.

Phil has a Bachelor of Science in Computer Engineering from Northwestern University and a Master of Business from Purdue University.

Troy K. Schneider is the Editor-in-Chief of both FCW and GCN, two of the oldest and most influential publications in public-sector IT. Both publications (originally known as Federal Computer Week and Government Computer News, respectively) are owned by GovExec. Mr. Schneider also serves GovExec's General Manager for Government Technology Brands.

Mr. Schneider previously served as New America Foundation’s Director of Media & Technology, and before that was Managing Director for Electronic Publishing at the Atlantic Media Company, where he oversaw the online operations of The Atlantic Monthly, National Journal, The Hotline and The Almanac of American Politics, among other publications. The founding editor of NationalJournal.com, Mr. Schneider also helped launch the political site PoliticsNow.com in the mid-1990s, and worked on the earliest online efforts of the Los Angeles Times and Newsday. He began his career in print journalism, and has written for a wide range of publications, including The New York Times, WashingtonPost.com, Slate, Politico, Governing, and many of the other titles listed above.

Mr. Schneider is a graduate of Indiana University, where his emphases were journalism, business and religious studies.

In June 2020, Dave was appointed as the Department of Defense’s (DoD) Chief Data Officer (CDO). In this role he’s been asked to standup the DoD’s Data Office and drive a strong focus on warfighter needs, data governance, and a data ready workforce to create a strong data culture across the department.

In July 2018, Dave joined the United States Special Operations Command (USSOCOM) as its first CDO where he was also dual hatted as the Director of Artificial Intelligence for US Special Operation Forces (SOF). In his role as a direct report to the USSOCOM Commander, he was responsible for the creation of a data driven decision making culture while leading the integration of Artificial Intelligence across all US Special Operations Forces (SOF). During his time at USSOCOM he developed and implemented SOF’s Data and AI Strategies, established and opened USSOCOM’s Data Engineering Lab, and established partnerships with AI leaders in the commercial and academic space.

After resigning from the Defense Intelligence Agency to undertake entrepreneurial interests, he was recruited back to the DoD in early-2017, to serve as the Associate Director for Technology Investment at the Secretary of the Air Force’s Concept Development and Management Office. His primary task was to stand up and lead the DoD’s first training quality data production refinery for the Algorithmic Warfare Cross Functional Team (aka, Project Maven).

Dave was previously the Deputy Director of Intelligence at United States Central Command (USCENTCOM). As the Deputy Director of Intelligence (J2) for Operations, Dave led the USCENTCOM J2's Divisions for Operations, Plans, Intelligence Surveillance, and Reconnaissance, and Foreign Disclosure/Special Security Office. He arrived at USCENTCOM in 2010 but quickly moved forward to Afghanistan where he served as the Senior Intelligence Advisor to the Commander of the International Security and Assistance Force.

In 2008, Dave was selected by the Director of National Intelligence to stand up the Associate Director of National Intelligence for Afghanistan and Pakistan (ADNI Af/Pak) and was retained by the ADNI Af/Pak to serve as its Deputy and Chief of Operations. In this role, Dave was responsible for overseeing daily operations, working with senior officials across the US Interagency, while also ensuring strategic alignment of the Intelligence Community’s (IC) Af/Pak and counter-terrorism missions. Dave regularly represented the senior-IC position on Af/Pak matters at the White House and with congressional leaders. Dave originally joined the ODNI in 2006 to be the Chief of Operations for the Cuba/Venezuela Mission Manager where he also took the lead role in developing and implementing the US IC’s strategy to support US Interagency and Government of Mexico efforts against the expanding influence and violence of drug cartels.

Prior to joining the ODNI, Dave stood up the USSOUTHCOM Intelligence Directorate’s Venezuela Division as a Department of Army Civilian. He was also the Strategic Planning Process' Mission Panel Chair for Ensure Domain Awareness.

Dave is a former Marine who served across echelons at various east coast United States Marine Corps elements setting the stage for many deployments throughout the Balkans, Africa, and South Asia. As a member of Task Force-58, more specifically the 26th Marine Expeditionary Unit (Special Operations Capable), he participated in the seizure of Kandahar Airfield and the reopening of the American Embassy in Kabul. Following his time in Afghanistan, Dave received orders to United States Southern Command (USSOUTHCOM). While working at USSOUTHCOM he deployed to Colombia numerous times and held various analytic/targeting positions before receiving an honorable discharge.

Dave is married to Amy Weiss, MD, and they have two sons: Eli (8) and Hudson (6). He remains an entrepreneur who most recently founded and serves as the Chief Executive Officer of a successful technology forward basketball training business.

Michael H. Mestrovich, a member of the Senior Intelligence Service, is the Principal Deputy Chief Information Officer for the U.S. Department of State. In this capacity, he is responsible for managing all IT operations under the purview of the Bureau of Information Resource Management. These responsibilities include Information Assurance, Business Management and Planning, Operations and Foreign Operations. Mr. Mestrovich directly supervises the Office of External Affairs (EA), the Strategic Communications Management (SCM) unit, and the Cloud Program Management Office (CPMO).

Mr. Mestrovich previously served as the Director, Technical Services Office at the Central Intelligence Agency. His prior roles include Technical Director, Global Communication Services, Chief Architect for the Intelligence Community Desktop Joint Program Management Office, Senior Technology Officer for Solutions, and the Senior Technology Officer for Innovation. Mr. Mestrovich served in the U.S. Air Force from 1991-1997 and worked as a systems engineer for Cisco Systems from 1997-2008. He was appointed to the Defense Intelligence Senior Level in 2008.

He holds a Bachelor of Science from University of Notre Dame and a Master of Science in atmospheric science from Creighton University. He is the recipient of the Cisco Certified Internetworking Expert certification and is a 2012 Federal Top 100 Award winner.

Wanda Jones-Heath is the Principal Cyber Advisor (Acting) and the Chief Information Security Officer for the Department of the Air Force, comprised of the U.S. Air Force and U.S. Space Force.

As the Principal Cyber Advisor (Acting) for the Department of the Air Force, Ms. Jones-Heath’s duties include synchronizing, coordinating and overseeing the implementation of the DAF Cyber Strategy and advising the Secretary of the Air Force on all cyber programs. She is responsible for overseeing cyberspace recruitment; resourcing and training of cyber mission forces, as well as assessing their readiness; overseeing acquisition; advocate for cyber investments; cybersecurity supply chain risk management; security of information systems and weapon systems.

As the Chief Information Security Officer, Ms. Jones-Heath advises the Chief Information Officer on cybersecurity policy, cybersecurity programs, and cyber force development. She leads a Directorate comprised of military, civilian, and contractor personnel responsible for developing cybersecurity policy and strategy for over 5,000 Air Force Information Technology systems. She oversees risk management and cybersecurity accountability for information systems, weapon systems, and operational technology supporting military cyberspace operations. Her portfolio includes policy governing the defense industrial base, supply chain risk management, and cybersecurity capabilities. She has oversight for the freedom of information act, privacy act laws, and cryptographic modernization supporting cyber operations.

Since entering civil service, Ms. Jones-Heath has held technical and leadership positions performing cyber operations and cybersecurity duties in Air Force operational communications units from the squadron to the wing level and she has served in headquarters units at the MAJCOM, Agency, and Air Staff level. Her experience includes extensive joint and interagency work along with cross functional assignments with duties such as testing, assessments, lessons learned management, strategy development and other functions in organizations both within and outside of the communications field.

Ms. Jones-Heath graduated from the University of South Carolina in 1990 with a degree in Computer Science. She began her Civil Service career as a Palace Acquire Intern as an Information Systems Specialist in various functional areas. She moved to Headquarters Air Combat Command, Langley Air Force Base, Virginia, in 1993. There she held positions responsible for policy and guidance for security and network systems. Prior to arriving at the Headquarters Air Force staff, Ms. Jones-Heath was the Program Manager for Mobility with the Defense Information Systems Agency. Ms. Jones-Heath led the effort to establish a DoD Mobile capability to include infrastructure.

Ms. La’Naia J. Jones is the Deputy Chief Information Officer (DCIO) for the National Security Agency. In her DCIO role, Ms. Jones will optimize NSA’s IT strategy to ensure enterprise-wide governance and utilization of the enterprise IT as an Agency asset. With over 18 years of NSA experience in leadership and technical roles across several mission areas, Ms. Jones manages the oversight for IT investments and acquisition programs, ensure cost-effective use of IT across NSA.

Prior to her selection as NSA’s DCIO, Ms. Jones was designated by the Director of National Intelligence (DNI) to serve as the Acting Chief Information Officer (CIO) of the Intelligence Community. As the Acting IC CIO, Ms. Jones supported the organization by leading modernization efforts to transform the IC Information Technology Enterprise (IC ITE) and other areas of the IC Information Environment (IC IE), through foundational cloud capabilities, data sharing and cybersecurity. She provided broad technical expertise, background, and experience to ensure the security and protection of the IC IT landscape.

Prior to serving in the role of the Acting IC CIO, Ms. Jones served as the Deputy Chief Information Officer of the Intelligence Community from July 2018-May 2020. In other technical management roles, Ms. Jones also served as the Chief of Transformation and Transition for a large global IT service provider within the Department of Defense, delivering the full spectrum of information technology services to a global footprint spanning all time zones. She provided technical expertise and leadership for enterprise technologies delivering network communications, utility hosting, physical/virtual desktops, wireless capabilities, business systems and many other services. Leading the operational IT implementation and overseeing a multitude of service providers in that capacity, she provided the integration, governance and understanding of the technical architecture for stakeholders and customers alike.

From 2009-2017, Ms. Jones was the Technical Director for a large global IT service provider, providing a subset of the current IT portfolio. Through her technical expertise, knowledge, and experience with integrating new technologies to modernize the DoD IT landscape, she architected collaborative infrastructures and led specialized efforts in the Asian and Middle Eastern theaters.

Ms. Jones also spent over two years as a Technical Director and Lead on various hostile area deployments in austere tactical environments, supporting Middle East, European Command (EUCOM), African Command (AFRICOM) and Central Command (CENTCOM) missions. She collaborated extensively with EUCOM, AFRICOM, and CENTCOM planners to provide communications and technical capabilities in support of military missions throughout diverse locations.

Serving as the Technical Lead for a large global IT service provider in Japan from 2005-2009, Ms. Jones strengthened foreign relationships and enhanced domestic partnerships through resolution of complex, multifaceted IT entanglements of technology organizations. In other prior positions, Ms. Jones served as the Chief of Utility Cloud hosting for a DoD organization providing Infrastructure as a Service (IaaS) computing capabilities to various U.S. government partners and entities.

Ms. Jones has earned a dual B.S. in Mathematics and Computer Science from the University of Maryland Eastern Shore and a M.S. in Technology Management from the University of Maryland, Global Campus. Ms. Jones is a Maryland native, growing up throughout Anne Arundel County and currently residing in Upper Marlboro, Maryland.

Over his 11+ year career with the U.S. Department of Housing and Urban Development, he has held several leadership positions including directing the digital product and service delivery across the Department and the management of FHA’s financial operations, ensuring the success of the Department’s programs. He has a track record of delivering high quality digital products and services to stakeholders to improve business processes and performance in accomplishing the Agency’s strategic mission.

Artie is recognized as a collaborator that engages partners within the organization and with the industry to achieve mutual success. In 2017, Artie was awarded both the Secretary’s Award for Excellence, the Department's highest honor in recognition of extraordinary commitment, service, and contribution, and the Distinguished Service Award for outstanding leadership in developing and directing creative solutions which accomplished extraordinary results for the Department. In 2020, Artie also received the Disruptive Tech Award for leading the transformation of Federal information technology.

Jonathan Alboum is the Federal CTO and Principal Digital Strategist for the Federal Government at ServiceNow. In this role, Jonathan works with federal agencies to deliver digital workflows that create great experiences and unlock productivity.

Before joining ServiceNow, Jonathan was the Public Sector CTO for Veritas Technologies.

Previously, Jonathan held a variety of senior executive positions in the federal government. His Federal government tenure includes serving as the Chief Information Officer for the U.S. Department of Agriculture, where he led the development of USDA’s IT Modernization strategy, including Cloud computing, network modernization, and enhanced information security protections for a $3 billion annual technology spend. In addition, he served as a leader in USDA’s Acquisition community, supporting the oversight, assessment, and strategic planning of an acquisition portfolio of more than 70,000 awards, worth $6 billion annually.

Jonathan also worked at GSA as the Associate CIO for Enterprise Governance and Planning and led the creation of GSA's consolidated IT organization. He began his federal career at the USDA Food and Nutrition Service (FNS), where he served as Deputy CIO and CIO. Before government, Jonathan worked as a management consultant for both PricewaterhouseCoopers and Ventera Corporation.

Jonathan earned a MS in the Management of Information Technology from the University of Virginia's McIntire School of Commerce and a BS in Systems Engineering from the University of Virginia's School of Engineering and Applied Science.

Jonathan lives in Arlington, VA with his wife and three children. He enjoys practicing yoga, watching the Yankees, listening to Bruce Springsteen.

Tommy Gardner is HP’s Chief Technology Officer for HP Federal, spanning the US Federal Agencies, Higher Education, K-12 Education, State and Local government customer segments, as well as Federal Systems Integrators. His current responsibilities include technology leadership, strategic technology plans, product and technology strategies, sales force technical support, and customer and partner relationships.

Previously, Tommy has served as the Chief Technology Officer for Jacobs Engineering, Scitor, and ManTech. Earlier in his career he was a senior technical executive at Raytheon. In the U.S. Navy he served as the Deputy for Science and Technology for the Chief of Naval Research. He oversaw the Navy’s Deep Submergence Program as well as its Advanced Technology Program. He also commanded the nuclear submarine, USS San Juan (SSN 751).

Tommy’s educational background covers multiple disciplines and fields of interest including: cybersecurity, data science, blockchain, quantum information science, artificial intelligence, high performance computing and systems integration.

Tommy holds a B.S. in Mechanical Engineering from the U.S. Naval Academy, a Masters in Public Administration from Harvard University, an M.S. in Management of Technology from MIT and a Ph. D. in Energy Economics from George Washington University. He is a Professional Engineer, an ASME Fellow, and serves on the ASME Board of Governors, the ANSI Board of Directors and the U. S. Council on Competitiveness as the Co-chair of the Advanced Computer Roundtable.
