Electronic Records Management
Federal agencies must shift fully to electronic records management by December 2022, when the National Archives and Records Administration will stop accepting new paper records.
Successfully making that transition entails far more than simply digitizing existing documents. Meeting the goals set by M-19-21 demands changes to current business processes, dramatically different approaches to content classification, new systems that are digital throughout, and records management professionals who are far more strategic and empowered in their roles. It’s a foundational modernization effort needs to be treated as such.
Many of the initiatives underway suggest agencies are doing exactly that, and re-imagining what true electronic records readiness can mean for critical missions. Yet budget constraints, competing IT priorities and even organizational cultures can complicate these already-challenging efforts.

Michael “MJ” Jackson is a problem solver who leads global strategy across regulated industries at DocuSign. His team commercializes vertical solutions for Public Sector, Healthcare, Life Sciences, and Financial Services. Jackson holds an active Secret Security clearance with the US Department of Homeland Security.
Prior to DocuSign, Jackson served as a General Manager at Amazon Web Services, where he established and scaled multiple mission-critical businesses from inception, including Public Health and US Elections, Legislative & Political Solutions.
Previously, Jackson also served as General Manager of Consumer Health at Intel Corporation, where he developed global lines of business for patient-generated health data (PGHD) platforms; and as Director of Healthcare & Digital Government at Adobe Systems, where he led the commercialization of digital health solutions currently trusted to help power federal, state, and private Health Benefits Exchanges in over 30 US states.
Before high-tech, Jackson gained executive experience in the life sciences industry, where he successfully launched biopharma and medical device products across a range of clinical research and therapeutic specialties including oncology, neurology, and endocrinology.
Jackson earned a Master of Business Administration degree and a Bachelor’s degree in Management Information Systems from the University of Baltimore. He is also a proud veteran of the US Coast Guard and serves on multiple boards, including the Board of Directors at Health Care for the Homeless, an innovative non-profit provider of coordinated care and housing services in Baltimore, MD.

Mrs. O’Brien joined OCC in June 2018 as the Agency Records Officer, leading the agency’s efforts to modernize records and information management practices. Under her leadership, OCC has already made significant strides towards a fully electronic records management program. She also leads the Controlled Unclassified Information (CUI) Program and the IT Accessibility (Section 508) Program at OCC.
Prior to joining OCC, Mrs. O’Brien was the Director of Social Security Administration’s nationwide records management program for over 65,000 federal employees. Mrs. O’Brien has served in the federal government for over 23 years, including Federal Energy Regulatory Commission, Department of the Interior, and National Oceanic and Atmospheric Administration. She earned her OPM Senior Executive Service certification in 2013. Mrs. O’Brien earned her Master of Science from Rutgers University.
In her free time, Mrs. O’Brien enjoys spending time with her family and in nature. She loves the ocean, traveling with family and friends, and outdoor activities. She is an active member of her Christian church. Mrs. O’Brien also served as a Girl Scout leader for over five years, guiding and empowering the girls towards becoming independent young women through a variety of activities, camping, travel, and community service.

Dave Simmons is a Senior Records Officer at the U.S. General Services Administration. In his 13 years with GSA , he worked with GSA staff to completely update the agency's records schedules, implement an enterprise-wide document management system, coordinate many paper digitization projects, begin an inventory of records held in GSA's applications, and coordinated the management of email as records under the Capstone initiative.
Prior to working for GSA, Dave managed his own research firm, was the Director of Knowledge Management for LEGO A/S in Denmark, ran 2 large not-for-profit library consortia in Michigan and Ohio, and worked for large software companies. Dave is a Certified information Professional, a NARA-certified Records Officer, and has Masters' degrees in Library/Information Science and American History, and has presented on a variety of topics to both academic and industry-related audiences.

Scott Swidersky serves as vice president of enterprise content management (ECM), Konica Minolta Business Solutions U.S.A., Inc. and president of its ECM division, Quality Associates Inc. (QAI). As a member of the executive leadership team, Mr. Swidersky is involved in the overall management and direction of the organization.
With more than 20 years of experience in the records management field, Mr. Swidersky is widely acknowledged as a digital fitness expert. He holds a deep understanding of compliance requirements and integrated solutions and actively guides agencies through digital performance transformations, enterprise-wide records compliance programs and records management integrations, leading to sustainable operational and financial impact and greater organizational health. Under his leadership, QAI is today recognized as a full-service systems integrator and value-added reseller (VAR) with a proven track record supporting organizations that require innovative document management and ECM solutions. Additionally, Mr. Swidersky played a key role in forming the QAI subsidiary, DocPoint Solutions, which provides a full range of consultative services, support and ECM software. Like its parent company, QAI, DocPoint Solutions is a certified GSA Federal Supply Service (FSS) contract holder.
Mr. Swidersky holds a bachelor’s degree from Jacksonville University, Florida, and is an active member of the Association for Information and Image Management (AIIM).
Laurence Brewer

As the Chief Records Officer, Mr. Brewer leads records management throughout the Federal Government with an emphasis on electronic records. He provides overall direction and guidance for Federal agencies on all aspects of records and information management. This includes overseeing the scheduling and appraisal of Federal records, the development and delivery of records management training, the issuance of records management regulations and guidance, and evaluating the effectiveness of records management programs in Federal agencies.
Prior to his current appointment in May 2016, Mr. Brewer held a number of positions in NARA’s records management program, including management positions working directly with Federal agencies to improve records management government-wide. Most recently, he directed the National Records Management Program, coordinating the activities of headquarters and field records management staff in support of NARA’s overall strategic plan.
Prior to joining NARA in 1999, Mr. Brewer was a records management consultant responsible for managing records management programs at the U.S. Environmental Protection Agency and the Virginia Department of Transportation. He has more than 25 years of experience in records and information management and earned his Certified Records Manager (CRM) designation in 1998. Mr. Brewer is also a senior fellow of the Partnership for Public Service’s Excellence in Government Program, which focuses on developing the leadership skills of senior government employees. He holds an M.A. in Political Science from the University of Georgia, and a B.A. in Government from the College of William and Mary.

Tara has worked for several ECM/RM companies over the last twenty years where she worked with government agencies like the Department of the Navy, Joint Chiefs of Staff, IRS, FAA, EPA, Department of Treasury, Department of Energy, US Air Force and NARA. In her free time, she enjoys tennis, reading, music and University of Kentucky basketball. She previously implemented the first electronic records management system for the Joint Chiefs of Staff and managed computer networks for four law firms in Washington, DC.

Walter Bohorfoush – was not born in the United States. He was born here in Washington, DC at Providence Hospital the same day John F. Kennedy was elected POTUS. He earned his B.S. Degree in Computer Science from the University of Maryland in 1982 and his M.S. in Computer Science from the Johns Hopkins University in 1989. He has spent his entire professional career in Information Technology. Walter started in true private industry that included work as a Beltway Bandit prior to going over to the dark side and becoming a Federal Employee on July 1st, 1991. His work for Uncle Sam has included time served at the Internal Revenue Service, the National Archives and Records Administration, and the United States Patent and Trademark Office prior to joining NHTSA on April 1st, 2006. As the Director of the Office of Systems Integration at NHTSA, Walter leads the I/T Project Management Office and the Agency Records Management Program. In November of 2014 he was asked to become the Director for the Department’s Records Management Office and the Departmental Records Officer. In that capacity, he supports over 60,000 federal employees with the records management and electronic (digital) records management requirements. He supports the Records Officers in each of the Operating Administrations with their day-to-day duties and serves as the co-chair of the Federal Records Officers Network (FRON). Per NARA, Walter is also a Certified Federal Records Manager.

Christopher Magee is the Records and Information Management Program Manager at the Department of Energy/Western Area Power Administration (WAPA). Jeanette Plante, the Records Officer for the Department of Justice and Director of the Office of Records Management Policy, Ediscovery, and FOIA (ORMP), began her career as a civil litigator in the private sector and then, an Assistant United States Attorney. Next, as a Special Assistant United States Attorney with the Executive Office for United States Attorneys, Ms. Plante worked on civil and technology policy issues such as Civil Justice Reform, privacy, ediscovery, law enforcement electronic information sharing, electronic records and information management, and led the Department’s move to electronic case filing.
Ms. Plante was named as the Director of the newly created Office of Records Management Policy (ORMP) in 2005 and continues to in that capacity and as the Records Officer for the Department of Justice. During her tenure, she has focused on developing and implementing strategies for meeting the statutory, regulatory, and business requirements for managing electronic information. Records and information management (RIM) projects have included the development of DOJ RIM Strategic Plans, identification of critical RIM program elements; development and implementation of policy and tools for a viable RIM governance framework; a departmental business taxonomy; a tool for the Justice Records Control Schedule that supports file plan development, inventory maintenance, and Capstone tracking; a RIM Certification process for systems, services, and applications; and a RIM Maturity Model evaluation tool that serves as the foundation for RIM program assessment across the Department of Justice. ORMP has also developed business requirements for electronic records and RIM policy that ranges from the RIM governance framework, Capstone management, electronic mail and messaging, digitizing and scanning, social media RIM management, and recordkeeping for litigation case files.
She also serves as a member of the DOJ Department of Justice Data Governance Board and the Executive Correspondence Management Governance Board, and continues to develop and implement strategies for RIM program development.
